Purpose:

Supplemental Education Services (SES) are made available to eligible students who are currently attending schools that are in federal school improvement. Under the Elementary and Secondary Education Act of 1964, and reauthorized as No Child Left Behind (NCLB), the SES services are made available twice a year. Whiteriver Unified School District sends notification, by mail, to all households that have a child who is enrolled in a school that is in school improvement. Fourteen (14) days prior to the beginning of the school year, a letter is sent to all parents who have children in a school that is in improvement. A second letter is sent to the parents of eligible students, along with an application for services and a listing of the vendors. Parents or guardians who responded to the vendor selection process are invited to the school to be provided further information on the vendor(s) they have selected. If a vendor has been selected, several documents are completed:

1. SES Agreement – required by NCLB. This is an agreement between the parent, the district and the vendor which binds all to the tutoring service.

2. District Contract. This contract includes a reference to the stipulations of the NCLB agreement, the SES per pupil amount, an aggregate amount that the vendor will receive upon successful completion of all tutoring, and a clause that states payments are contingent upon receipt of attendance reports.

3. School Use Facilities Form – if necessary. A School Use Facilities form is filled out by the vendor to include WUSD Board Policies KF, KF-RA, KF-RB, KF-EA, KF-EC, and KF-EB.

Tutoring begins, and the SES vendor is monitored in areas such as: attendance, student progress, invoices, and program quality. The parent has the opportunity during tutoring to inform the District of their level of satisfaction with the vendor selected.

After two notifications have been made (14 days prior to the beginning of school and again at mid-year), a minimum of three documented informational opportunities are provided for parents to learn more about tutoring services during the school year. These opportunities may include, but not be limited to, provider fairs, school events, PAC meetings, sports events, and parent-teacher conference nights. The principal and teaching staff at each school become active facilitators in this process. Also, by partnering with the Tribal Education Department, the program can be exposed to more parents.

For the school year 2011-2012 the District set aside $455,769.40 for SES. The per pupil allocation is $1,609.
